Rate of Pay: Starting at $77,268.75
HOURS:
Full-Time 37.5 hrs per week

JOB SUMMARY: Under the general supervision of the Trial Court Administrator, the Specialty Courts Administrator is responsible for researching funding opportunities, applying for grants, managing grant awards and ensuring the success and growth of all Specialty Courts. This position will ensure the long- term sustainability of Specialty Court programs and the integrity of those programs. To do so, the Administrator will have a presence at the local level, state level and where possible, the national level. Also, the right candidate will advocate for and be an ally of historically marginalized populations and have a passion for work that supports programming for people being treated for substance abuse, and/or mental health disorders .

ABILITIES, KNOWLEDGE, AND SKILLS:
  • Base knowledge of substance abuse treatment, mental health treatment, child welfare services, and correctional (probation/parole) strategies.
  • Familiarity with evidence-based treatment strategies and client-centered approaches is beneficial.
  • Excellent oral and written communication skills, advanced organizational skills, and exceptional interpersonal and problem-solving skills.
  • Driven to advocate for and support programs working with all sectors of the community.
  • Possesses basic computer skills including applications such as Microsoft Excel, Adobe Professional, and Microsoft Power-Point.
  • Proficient in completing a large majority of electronic work, including grant applications and grant reporting completed on a web-based database.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.
  1. Writes and maintains multiple high-level state and federal grants.
  2. Interacts with national organizations such as Children and Family Futures, the National Drug Court Institute (NDCI), and the National Association of Problem Solving Court Professionals (NADCP) to ensure that programs are maintaining a research-based, best practices model that is in line with the goals of the larger problem solving courts movement at the national level.
  3. Ensures compliance with grant requirements including quarterly financial reporting and ongoing programmatic reporting.
  4. Builds and maintains budgets for all programming while building sustainability by creating long-term funding solutions that are not dependent on grant funding.
  5. Responsible for outgoing program evaluation and assessment for quality improvement and fidelity to the specialty court models including identifying trends, program participant needs, barriers to program implementation and participant success.
  6. Uses information gathered to make necessary policy changes and to report to court staff, stakeholders and the community.
  7. Works collaboratively with county administration to manage federal and state funding streams, according to generally accepted accounting practices.
  8. Provides leadership to support the success of a variety of teams that include court staff, governmental agency partners, and community agency partners.
  9. Apply innovative ideas and find new funding sources to ensure the healthy operation and growth of Van Buren’s Specialty Courts, working under the umbrella of client-centered ideology.
  10. Engages in community outreach to include education of the public regarding the impact that Specialty Courts is having on recidivism, child safety, and family restoration in all sectors of the community.
  11. Oversees the internal and external collaborations necessary to ensure efficient and effective program operations.
  12. Annually reviews the Memorandum of Understanding with all of the involved agencies to ensure that each party is meeting its responsibilities and modifying as necessary.
  13. Creates collaborative partnerships with community agencies who can meet client needs.
  14. Maintains the Specialty Court Participant Handbooks and Policies and Procedures Manuals, conducting an annual review of each document to ensure compliance, applicability, inclusivity, and effectiveness, updating as necessary.
  15. Disseminates program information to targeted audiences including staff, system partners, funders, and the general public.
  16. Acts with the Specialty Courts Program Supervisor to ensure open communication and accurate record- keeping of meetings and program policies.
  17. Oversees Specialty Courts Program Supervisor in day-to-day operations and team building activities.
  18. Monitors program adherence to the 10 key components , state standards, and emerging best practices.
  19. Attend statewide and national conferences and present at conferences, as required.
  20. Compile and maintain statistical information for grant reporting and evaluation.
  21. May be assigned to work in any court location, as needed.
  22. May be required to work flexible hours which could include early mornings or evenings.
  23. May be assigned to occasionally work from home, as feasible, with reliable internet and personal computer.
  24. Perform other tasks as assigned.
QUALIFICATIONS / EXPERIENCE:
Required to apply: A Bachelor’s Degree in criminal justice, psychology, sociology, social work, or related field.
Three to five years of full-time experience in substance abuse, mental health, criminal justice, or related field.
Preferred: A Master’s Degree in social work, psychology, sociology, public administration or related field.
Demonstrated work experience in grant writing or program management and supervision.

OTHER REQUIREMENTS:
Van Buren County Courts are dynamic and candidates for this position must be able to adapt and thrive in a changing environment.  One must be able to work with people who are operating in financially and emotionally stressful situations and must display appropriate decorum and professionalism with both attorneys and with non-lawyer litigants.  Must be able to maintain a record of orderly, law-abiding citizenship, sobriety, and integrity.  Must adhere to the Model Code of Conduct for Michigan Trial Court Employees. 

The individual in this position is an at-will employee and serves at the pleasure of the Chief Judge.  Employment is dependent on background check, criminal history and fingerprint check, and drug screen.  Applicant must complete County application form.

SUPERVISORY RESPONSIBILITIES:
Work is performed under the general direction of the Trial Court Administrator.

WORK LOCATION AND PHYSICAL DEMANDS:
Work is performed primarily in an office environment.  Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and pulling of objects weighing five to twenty-five pounds.
