Description Performs difficult skilled technical work supervising landfill operations, training landfill staff, and related work as apparent or assigned. Work is performed under the limited supervision of the Solid Waste Operations Manager. Limited supervision is exercised over assigned staff.
Examples of Duties - Supervises and manages landfill, including maintaining compliance with all state and local permit conditions and regulations.
- Provides operational and safety training to staff on a regularly scheduled basis; manages temporary staffing and contracted labor positions.
- Oversees, manages, and analyzes equipment used for daily operations, schedules repairs and maintenance, develops replacement and rebuild schedules.
- Reviews and approves maintenance contractor invoices, sets up maintenance contractors' purchase orders and independent contractor agreements.
- Develops and works with equipment vendors on development of bid specifications for new equipment. Maintains a good working knowledge of heavy equipment and stays up to date with current industry practices and standards.
- Monitors the landfill daily to determine changes in site conditions that need to be addressed to maintain compliance with operating permit.
- Ensures that landfill customers are provided with excellent customer service.
- Supervises, conveys tasks, and sets schedules and priorities with direct reports currently consisting of a senior crew coordinator and a crew coordinator.
- Plans for future filling operations including internal routing of landfill customers to the working face.
- Works closely with the Solid Waste Operations Supervisor to maintain closed sections of the landfill, and other special projects that require the use of heavy equipment.

Knowledge, Skills and Abilities Thorough knowledge of related industry, organization, regulatory and department policies, practices, and procedures; thorough knowledge of related industry, organization, and departmental guides, recommendations, best practices, ordinances, and laws; thorough knowledge of standard office and department specific software; thorough knowledge of industry standard and department specific equipment; ability to interpret engineering drawings and specifications; ability to make arithmetic computations using whole numbers, fractions, and decimals; ability to compute rates, ratios, and percentages; ability to understand and apply basic governmental accounting practices and maintenance of financial records; ability to effectively write reports, correspondence and maintain operational records; ability to establish and maintain effective working relationships with associates and the general public. Thorough understanding of heavy equipment maintenance, repair and safety and the ability to operate and instruct new operators is preferred.
Education and Experience High school diploma or GED, 5 years working in solid waste or related industry, or equivalent combination of education and experience.
Supplemental Information Physical Requirements This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and pushing or pulling and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to vibration and occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. earth moving equipment, heavy traffic).

Valid NC driver's license.
