Description To plan, organize, direct, and supervise the collection, transportation, and disposal of solid waste; and to perform a variety of technical tasks relative to assigned area of responsibility.
Examples of Duties ESSENTIAL FUNCTIONS

- Supervises, oversees, monitors, and supports crews and personnel performing solid waste activities; delegates work, oversees licensing and safety, establishes schedules and methods for solid waste collection, transportation, and disposal activities; implement policies and procedures; and participates in hands-on work involving solid waste.
- Plan, prioritize, assign, supervise and review the work of staff operating solid waste collection vehicles, collecting solid waste at collection facilities, and transporting various types of solid waste.
- Perform the most complex work; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.
- Prepare various reports on operations and activities; participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for labor, materials, supplies, and vehicles; monitor and control expenditures.
- Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; draft and conduct performance evaluations; ensures all licensing and permits are current and up to date.
- Supervise, inspect, and participate in the operation and use of equipment, vehicles, and tools on job sites
- Make recommendations on means and methods to be used in the efficient collection, transportation, and disposal of solid waste.
- Keeps records, prepares and submits reports on work performed in solid waste collection, bulk collection, and brush collection.
- Ensure that the division maintains environmental compliance with applicable Federal, state, and local laws and regulations.
- Investigate complaints, accidents, and route completion and recommend corrective action as necessary to resolve any issues.
- Respond to emergency and after hours calls.
- Answer questions and provide information to the public; establish and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service and perform related duties as assigned.
KNOWLEDGE SKILLS AND ABILITIES
- Considerable knowledge of the principles, practices, methods, equipment, and materials used in solid waste collection, transportation, and disposal.
- Considerable knowledge of safe work practices and hazards associated with solid waste collection, transportation, and disposal.
- Knowledge of the principles and practices of supervision, training, and performance evaluation.
- Knowledge of principles and practices of project prioritization, productivity measurement, long range planning, and budget control.
- Ability to organize, implement, direct, and perform work involved in the safe operation of solid waste collection equipment.
- Ability to train assigned personnel in safe work practices.
- Ability to standardize materials and methods and estimate time, materials, and equipment needed to perform solid waste related work.
- Ability to operate a variety of heavy power-driven equipment including solid waste collection vehicles.
- Ability to maintain accurate records and prepare clear and concise reports.
- Ability to understand, prepare and implement technical and general instructions.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to maintain consistent attendance and respond to emergencies during evenings, weekends, and holidays.

Typical Qualifications MINIMUM REQUIRED QUALIFICATIONS
- Must have high school diploma/GED.
- Must have a valid Class A CDL license at the time of placement.
- Two years of municipal or private sector experience in solid waste collection, transportation, and disposal.
- Must be able to perform moderate to heavy physical labor (over 50lbs.)
PREFERRED QUALIFICATIONS - Specialized training or formal education in logistics and operations management.
- Specialized training in the operation of solid waste collection vehicles including commercial side-load, front-load, automated residential, and brush collection vehicles.
- Knowledge and experience in the operation of landfills, collections stations, and transfer stations.

- Ability to withstand frequent standing and walking.
- Ability to withstand frequently carrying and lifting objects ranging from 1-25 pounds.
- Ability to withstand occasionally carrying and lifting objects ranging from 25-50 pounds.
- Ability to perform the function of the job by squatting, kneeling and/or crawling.
- Ability to frequently bend, climb, reach overhead and below shoulder level while performing job duties.
- Ability to turn knobs, levers, cranks, wrenches, valves and handles.
