Position: Program Management Consultant - Gambia Location: Banjul, Gambia Job Id: 971 # of Openings: 1 Project Management Consultant Democracy International (DI) is seeking a Program Management Consultant for its Department of State-funded activity in the Gambia to support the transitional justice process. The goal of this project is to enhance capability and support for transitional justice that reflects the vision of the Government of The Gambia as defined in its Implementation Plan to ensure accountability of crimes, institute reparations, strengthen civil society, and build national capacity and expertise. DI is seeking a Program Management Consultant to be embedded within the Ministry of Justice to provide program management and legal expertise. Specifically, the Program Management Consultant would support the Post-TRRC Unit (PTU), which is the central coordinating body in charge of executing the transitional justice implementation plan and acts as the Secretariat to the Steering Committee on the Implementation of the TRRC Recommendations, and other coordination and feedback mechanisms. It is headed by the Special Adviser to the Minister of Justice on Transitional Justice, with whom the Program Management Consultant would work closely. This is expected to be a full-time consultancy, with an initial period of performance of six months, subject to extension based on need and performance. This role is only open to Gambian citizens or those that have a resident permit for The Gambia. Responsibilities: Provide program management and legal expertise support to the Post-TRRC Unit in executing the Implementation Plan to ensure efficiency and effectiveness, with a focus on ensuring that activities are completed on time and within budget. Work with the Post-TRRC Unit to develop and monitor annual work plans, budgets, and deliverables. Contribute to the development of quarterly and other progress and analytical reports produced by the Post-TRRC Unit. Develop and maintain effective working relationships with partners, stakeholders, and other relevant actors to ensure that Post-TRRC Unit activities are well-coordinated and aligned with broader strategic objectives. Provide legal advice and technical support on the development of policies, procedures, and legislative frameworks related to transitional justice mechanisms, with a focus on ensuring that they are consistent with Gambian legal frameworks. Work collaboratively with national and international transitional justice experts to ensure the efficient and effective implementation of the TRRC recommendations. Deliverables: Work plans, budgets, and monitoring and evaluation frameworks. Progress and other analytical reports on the status of implementation of the TRRC recommendations. Legal advice and technical support provided to the Government and other relevant stakeholders on the implementation of the TRRC recommendations. Monthly reports on program progress, challenges, and lessons learned. Final consultancy report detailing challenges, progress, opportunities, and future program recommendations. Qualifications: Advanced degree in law, human rights, international relations, political science, or related field from a recognized university. At least 3 years of experience in program management, organizational capacity building, and/or legal expertise, with a focus on human rights, rule of law, and transitional justice. Excellent communication and interpersonal skills, with a demonstrated ability to work collaboratively with diverse stakeholders. Strong knowledge and understanding of transitional justice, with experience supporting transitional justice efforts in The Gambia highly preferred.
