Title: Vice President, Government Relations Reports To: Chief Strategy Officer Position Summary: Greater St. Louis, Inc. brings together business and civic leaders to create jobs, drive inclusive economic growth, and increase the St. Louis metro area’s global competitiveness. As a senior member of the public policy team, the Vice President, Government Relations will serve as a principal representative of Greater St. Louis, Inc. in the Missouri and Illinois state Capitols, before administrative and regulatory agencies and bodies, and before county and municipal governments throughout the 15-county, bi-state metro area. The Vice President will be a registered lobbyist and will routinely interface with and give direction to our team of contract lobbyists. As we continue to reimagine Greater St. Louis, Inc.’s public policy capabilities, the Vice President will serve as the primary staff leader convening and supporting the Greater St. Louis, Inc. Government Relations Council and will work with the investor representatives on that council to advance policy priorities through the legislative process. The Vice President will also interface alongside the CEO, the Chief Strategy Officer and other leaders with the Policy Advisory Board. The Vice President will advise the CEO, Chief Strategy Officer and other senior leaders – as well as Greater St. Louis, Inc. investors – on matters relating to political and advocacy strategy. The Vice President will work with agility and attention to detail to simultaneously manage multiple public policy priorities relating to diverse issues with varying degrees of complexity, materiality and sensitivity. Each day will be different, challenging and rewarding in a results-oriented environment. The Vice President will take all necessary and prudent steps to manage policy and political issues and risks and will operate in full compliance with lobbying and ethics laws and Greater St. Louis, Inc. policy. This role requires expertise in government relations and advocacy, strong political acumen, exceptional analytical thinking skills, and the ability to present Greater St. Louis, Inc.’s policy positions external stakeholders at all levels of government and the private sector. The Vice President must be driven by the desire to understand and communicate complex policy issues in simple and clear language; to build coalitions to advance Greater St. Louis, Inc.’s positions; to maneuver policy ideas from inception into law; and to achieve transformative wins that move our metro forward. The Vice President must be motivated to take on the biggest challenges – and win. The Vice President also must have exceptional oral and written communication skills and deliver written work product of the highest quality. Government Relations Council to create an exceptional experience for our investors and provide exceptional client service Support the CEO, Chief Strategy Officer and other senior leaders in engagements with the Policy Advisory Board and other key investors and stakeholders Design and execute exceptional programs and experiences through which Greater St. Louis, Inc. investors can engage in the public policy process ( i.e. , Lobby Days, Public Affairs Network meetings, etc.) Draft high-quality testimony, statements, position papers and other communications Testify on behalf of organizational priorities before governmental bodies Manage risks and issues using sound judgment and discretion Remain knowledgeable about all relevant federal, state and local lobbying and ethics laws; fully comply with all relevant laws, regulations and organizational policies Build trust as a valued partner with internal and external stakeholders Usage of independent discretion and judgment Perform additional duties and responsibilities as may be assigned to you by Greater St. Louis, Inc. Characteristics Needed for Position: Demonstrated expertise in public policy and government relations Exceptional written and oral communication skills Strong analytical and critical-thinking skills Ability to work in a collaborative, agile and fast-paced environment Exceptional standards of quality, attention to detail, and follow-through Strong desire to provide exceptional client service to Greater St. Louis, Inc. investors Willingness to work irregular and intense hours, as needed, to manage priority projects on critical deadlines Education & Experience Required: Bachelor’s degree in business, political science or related field 8+ years of experience in federal, state or local government; political campaigns; advocacy; public policy and government relations; public relations; or similar fields Physical Effort: The position will require a mix of verbal communication, comprehension, and being in a stationary position for long periods working at a computer screen. The position requires standing to give oral presentations to internal and external audiences. Travel and Schedule: Will require travel during legislative sessions and based on other project demands. Must be available during standard business hours. May be required to work more than 8 hours during a workday as project deadlines demand. Must be available to work occasional off-hours. Events and meetings will involve some early mornings, evenings and weekends. Must be able to work on a full- time basis, under time constraints and in an intense, fast-paced, results-oriented environment.
