The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

The eligible list from this Class Based Test (CBT) announcement will be used to fill future vacancies in this class and specialty for the duration of the eligible list.

Job Description

Under direction, the Consumer Protection Senior Environmental Health Inspector regulates food facilities, solid waste handling, housing, hotels, tobacco, massage and body arts establishments, drinking water, air quality, sewage disposal, and other matter under the applicable local, state and federal legal authority to protect and promote health and environment of City and County of San Francisco. May supervise Environmental Health Inspectors and other support staff engaged in enforcing the provisions of federal, state and local ordinances and laws pertaining to health, safety and environmental hazards.

Essential duties include:

  1. May supervise a team of Environmental Health Inspectors assigned to a district engaged in the enforcement of the provisions of various codes, orders, ordinances and laws pertaining to health, safety, environmental hazards or conditions; enforces local health, housing and planning codes and noise ordinance; state Healthy and Safety Code, Government Code, Public Resources Code, Water Code and California Code of Regulations.
  2. Assigned and manage specialty program(s) in one or more Consumer Protection Programs, including but not limited to Plan Check, Residential Hotels, Massage, Body Arts, Tobacco, Solid Waste, and Water. 
  3. Conducts inspections and investigations of complaints involving areas such as food and drink establishments and other facilities requiring permits to operate buildings and multiple dwellings; investigates complex and difficult cases including those being prepared for hearings before the Director of Health. 
  4. May have specialized program responsibility on a countywide basis in areas such as industrial hygiene, food safety, noise abatement, environmental hazards, institutional inspections, solid waste management, water quality control or smoking control.
  5. Performs duties related to reviewing and approving construction or demolition building plans. 
  6. Attends meetings, educational conferences, and makes environmental health presentations to businesses, government agencies, colleagues and other groups. 
  7. Prepares legal notices of violations; issues citations and prepares cases for hearings; testifies as a witness in court litigation; performs duties related to the issuance, denial, suspension and revocation of permits. 
  8. Interprets environmental health code provisions; coordinates environmental health requirements with other departments and bureaus; and performs related duties.

The 6122 Consumer Protection Senior Environmental Health Inspector may perform other duties as assigned/required.

Qualifications

MINIMUM QUALIFICATIONS

Experience: Two (2) years of experience in food, housing, water quality and supply, vector control, noise abatement and/or other related environmental health inspection work

License and Certification:

  • Possession of a REHS (Registered Environmental Health Specialist) Certificate, issued by the State of California Department of Public Health Services
  • Eligibility to be deputized as a peace officer.
  • Possession of a valid California Driver's License.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Supplemental Questionnaire Examination: (Weight = 100%): Qualified candidates will be sent a Supplemental Questionnaire (SQ) exam that must be completed by the set date. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. A passing score must be achieved on the SQ in order to be placed/ranked on the Eligible List. Candidate responses on the Supplemental Questionnaire cannot be changed once submitted.

The Supplemental Questionnaire will be evaluated in relation to the knowledge, skills and abilities required for this class which may include, but are not limited to:
  • Knowledge of:
    • Environmental sciences, such as bacteriology, chemistry, toxicology, food science and ecology;
    • Federal, state and local environmental health laws and regulations; and
    • Field inspection techniques.
  • Ability to:
    • Identify problems,
    • Set priorities and formulate solutions;
    • Train, evaluate, and discipline staff;
    • Communicate orally and in writing to other departmental staff, various agencies and the general public; and
    • Provide information and education regarding environmental health issues.

Certification  
The certification rule for the eligible list resulting from this examination will be the  Rule of Three Scores .
