$100,000 - $145,000, depending on experience

Position Summary

This position is responsible for providing paralegal support to multiple attorneys representing special districts, authorities and municipalities. The ideal candidate will possess superb organizational skills; attention to detail, strong communication skills; and ability to handle a multitude of tasks, work under pressure, and adapt quickly to meet deadlines.

Essential Duties, Functions And Responsibilities

Elections.

Assist Clients With All Types Of Elections (Polling Place, Independent Mail Ballot, And Coordinated) For Special District Organization Elections, Board Of Director Elections, TABOR Elections, And Elections On The Questions Of Inclusion Or Exclusion. Assist Municipal Clients With Council Member, TABOR, Charter Amendment, And Other Elections. Election Support Includes Some Or All The Following Tasks, While Working On Several Elections Simultaneously

  • Serve as Designated Election Official (DEO) or Deputy DEO; assist appointed DEO;
  • Coordinate elections with counties;
  • Prepare schedules of statutory deadlines;
  • Review property records and determine eligible electors;
  • Coordinate absentee voting;
  • Prepare election forms;
  • Train election judges;
  • Track and meet election deadlines; and
  • Assist with certification of results and file with appropriate agencies.

Statutory Compliance.

Independently Manage, Track And Prepare Statutory Compliance Deadlines, Including

  • Coordinate, ensure, and monitor compliance with all annual statutory filings and actions;
  • Continue education on local government law; and
  • Coordinate and discuss activities with attorneys.

Administration.

Provide Administrative Support To Clients And Attorneys, Including

  • Prepare board meeting agenda and coordinate notice postings, attend board meetings as requested;
  • Prepare and review board meeting minutes;
  • Draft, review with attorney, and/or respond to contracts, agreements, notices, applications, letters, memoranda, and any other documents, as required;
  • Monitor progress of current projects;
  • Coordinate efforts to collect delinquent water and sewer service accounts ;
  • Prepare and arrange for administration of certificates of appointment and oaths of office for board members; and
  • Prepare and file conflict of interest disclosure statements with the Secretary of State.

Budgets and Audits.

Assist clients and attorneys in meeting state budget and audit law requirements, including:

  • Prepare annual budgets, budget amendments, audits or audit exemption requests;
  • Prepare and publish notice of public hearing to consider budget or budget amendment;
  • Prepare, and review with attorney, all resolutions and certifications for adoption of budget or budget amendment, and certifications of mill levies; and
  • Coordinate and ensure filing of certifications of mill levies and budget documentation with local and state agencies prior to statutory deadlines.

Other Responsibilities

  • Assist with Inclusions and Exclusions;
  • Draft ordinances, resolutions, pleadings, correspondence, policies;
  • Assist with municipal code revisions;
  • Assist with property transactions; and
  • Assist with responses to CORA requests.

Qualifications And Skills

  • Advanced Microsoft Word skills, including advanced formatting with use of styles
  • Proficient in Excel, including solid understanding of the program's core functionalities and the ability to leverage the program to perform a variety of data-related tasks
  • Excellent written and verbal communication skills
  • Superb proofreading skills, ensuring grammatical accuracy, consistency, and adherence to firm's style guidelines
  • Ability to work independently and as part of a team
  • Willingness to work overtime as required to meet deadlines
  • Ability to build and maintain positive relationships, both internally and externally, while maintaining a client service orientation with integrity and client confidentiality.
  • Ability to concentrate on tasks, and work calmly and effectively in a high-pressure, deadline­ orientated environment with a willingness to be flexible with time and adjust to the changes.

Education, Experience And Licenses/Certifications

  • 3+ years as a paralegal for special districts or municipalities, preferably with a law firm; or equivalent special district management experience
  • Ability to type with a speed of at least 70 wpm with high accuracy.
  • Bachelor's degree preferred; high school degree/GED required.
  • A valid Colorado driver's license.
