Job Description

Definition: Under the supervision of the Deputy Fire Marshal in the Community Risk Reduction division conducts inspections on residential and commercial building projects on new and existing facilities. Conducts acceptance tests of fire protection systems, fire cause and origin investigations, provides violation notices, inspection reports and maintains database. Assists as needed with fire code plan reviews and education programs, read blueprints, researches fire code violations and provide technical assistance for correction of identified violations. This is treated as an FLSA non-exempt and considered a DRIVING position. INVESTIGATIONS

Analyze fire scenes to determine the origin and cause of fire(s), collecting evidence, working with law enforcement and insurance agencies. Conducts inspections of facilities having hazardous materials to ensure compliance with Local, State and Federal regulations pertaining to storage, use and disposal of those materials. Investigate fire incidents for origin and cause, which can include activities such as evidence collection and preservation, detailed report writing and possible court testimony as needed.

INSPECTIONS

Conducts fire safety inspections of existing facilities and new construction for conformance with city fire and building codes and regulations and with national standards. Interprets and explains fire codes and regulations. Responds to complaints and questions from citizens relating to fire hazards and fire code violations. Conducts inspection and acceptance tests for efficiency of fire protection systems and equipment, automatic fire extinguishing systems, fire alarm systems and associated devices.

CODE COMPLIANCE

Documents violations of laws, ordinances and safety hazards and communicates with the customer for resolution of the violations. Issues written citations for failure to comply with and assist in the prosecution of violators. Deals persuasively and effectively with business owners, the public. Prepares and maintains activity records and special reports.

EDUCATION

Participate in public relations and public education programs to promote fire safety in the city. Keep up to date with changes in local, state or national fire codes and regulations. Attend continuing education classes as required. Conducts Fire Wise assessments. Knowledge, Skills, Abilities and Other Characteristics Knowledge Knowledge of the culture, customs, traditions, history and government of the Salt River Pima-Maricopa Indian Community. Knowledge of the Salt River Fire Department policies and procedures. Knowledge of fire codes, ordinances, laws, regulations and standards. Knowledge of basic information relating to electrical, mechanical, plumbing and structural codes. Knowledge of building construction and fire protection and life-safety systems. Knowledge of fire prevention practices. Knowledge of public education methods. Skill Skill in Microsoft Office and other related software programs. Skill in gathering and analyzing data sets for billing purposes. Skill in working effectively with web-based reports. Skill in providing excellent customer service to internal and external customers. Ability Ability to inspect buildings for fire hazards, fire protection systems and equipment, fire exit adequacy and compliance with fire prevention laws and standards. Ability to perform research, analyze findings and prepare administrative and technical reports. Ability to establish and maintain effective working relationships with co-workers, supervisors and the public. Ability to meet and deal tactfully and effectively with the public, subordinates, peers, and supervisors. Ability to manage time and prioritize tasks in an effective manner. Ability to provide effective communication and follow-up for compliance. Ability to handle multiple projects simultaneously and use sound judgment in prioritizing. Ability to use personal protective equipment (PPE) while performing tasks in environments that may be hazardous, including self-contained breathing apparatus (SCBA). Ability to perform the physical functions of the job, including climb ladders, walking, bending, stooping, lifting (up to 50 lbs.), and working in confined areas. Ability to use physical dexterity to utilize hand and power tools, such as pliers, wrenches, screwdrivers, drills, etc. Ability to be exposed to a variety of outdoor weather conditions, including extreme heat. Ability to travel, locally and to training/meetings in various locations. Education & Experience An associate’s degree in fire science or closely related field; OR any equivalent combination of training, education and experience to provide the requisite knowledge and ability to perform the duties as described. Three (3) years’ experience in ICC/IFC code, application and enforcement. Possess the following certifications: Certified Firefighter I & II Fire Inspector I & II Fire/Arson Investigator 1-4 IAAI FIT or NAFI CFEI preferred. Equivalency Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position. This position is subject to working hours outside of normal workweek, including nights, weekends and holidays. Must possess and maintain a valid Arizona driver’s license.
