General Definition of Work

Responsible for work to ensure the safety of FMPA staff and support generation fleet environmental compliance, The EHS Coordinator will be a subject-matter expert in power plant safety best practices. Duties include leading a power plant safety program; driving adherence to safe work practices by formulating and directing safety training, oversight, policies and procedures which ensure a safe workplace and continuous reduction of incidents. The role will assist the Environmental Engineer ensuring compliance with all state and federal environmental requirements. The role will perform safety inspections as well as perform routine safety reporting for upper management. Work is performed under general supervision. Position reports to FMPA Director of Generation Operations.

Essential Functions

  • Develop, execute and drive a strategic safety program
  • Instructs, and implements all workplace safety programs.
  • Conducts facility and field inspections across the fleet on a recurring basis throughout the year providing findings and recommendations to plant management.
  • Manages the required safety reporting
  • Recommends and generates safety operating policies, procedures, and guidelines.
  • Keeps up to date and maintains workplace safety guidelines and regulatory compliance relating to utility operations and services as required.
  • Reviews and advises proper safety techniques and utilization relating to Lock Out Tag Out (LOTO), utility equipment, tools, vehicles, protective equipment, and retardant clothing. Conducts facility and field safety inspections and makes recommendations to eliminate or mitigate hazards. Ensures FMPA sites follow Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA) and other State and Local safety directives and procedures.
  • Assists with power plant compliance to environmental requirements. This may include compliance related efforts for air, water and waste permitting.
  • Monitors department and employee compliance with Department of Transportation (DOT) CDL requirements and recommends any corrective actions as deemed appropriate.
  • Supports Human Resources and Legal on investigations of worker’s compensation claims.
  • Assists on department related budget items.
  • Prepares reports and presentations as directed.
  • All other duties as assigned.

Knowledge, Skills, and Abilities

  • Thorough knowledge of the principles and practices of workplace safety.
  • Thorough knowledge of state and federal environmental air and water permit requirements for generation operation
  • Knowledge of Gas Monitoring Equipment and various Personal Protective Equipment devices (PPE)
  • Knowledge of the principles and methods used to support administering workers’ compensation issues.
  • Must possess excellent verbal and written communication skills.
  • Ability to develop and present effective safety, environmental and compliance training, and associated instruction.
  • Ability to work effectively across all departments to ensure effective coordination of safety procedures, practices, and measurements.
  • Ability to make sound business decisions based on available information.
  • Ability to work well with groups, committees, and task forces.
  • Ability to work with external regulatory agencies as required.
  • Ability to maintain effective working relationships with other employees and management staff, other government agencies, and the public.
  • Must have exceptional investigative, analytical and problem-solving skills.
  • Knowledge of safety and compliance with responding to and handling hazardous waste and spills.
  • Must have knowledge and skill maintaining compliance with Federal, State and Local regulatory safety policy, procedures, and guidelines.
  • Basic knowledge of the National Electrical Safety Code.
  • Ability to generate documents, reports and spreadsheets using Microsoft Office.

Special Requirements

Must be able to remain calm under pressure and respond to emergency situations with confidence and control. Must have a keen sense of situational awareness and astute ability to identify safety hazards. Ability to effectively motivate workforce to increase knowledge about safety compliance and accident prevention.

This is a day shift position. Overtime work may be required on weekends, holidays, or nights as needed in emergency or scheduled conditions.

A valid State of Florida Driver’s License is required.

Education and Experience

  • Possession of a bachelor’s degree in occupational safety and health, industrial safety, environmental science and Engineering or related major from an accredited college or university and 10 years of professional experience in administration of environmental, safety and training practices. Master's degree preferred. Electric utility experience is highly desirable. Standard First Aid/Cardiopulmonary Resuscitation (CPR) certification or must be obtained within 1 year from start of employment. Certified Utility Safety Professional (CUSP) preferred. Any combination of education, training and experience. NFPA CESCP (NFPA Certified Electrical Safety Compliance Professional) a plus.

A comparable amount of training and experience may be substituted for the minimum qualifications.

Physical Requirements

Heavy lifting (45 lbs. and over); heavy carrying (45 lbs. and over); reaching above shoulders; use of fingers; use of both hands; climbing (use of arms and legs); use of both eyes; distinguishing basic colors; distinguishing shades of colors; good hearing (without hearing aid). Wear restrictive safety equipment including but not limited to safety glasses, face shields, hearing protection devices, gloves, and hard hats.

Normally works inside in air conditioning; however, may be required to work in heat; in cold; in high humidity; in bright sunshine; in dampness; on slippery or uneven surfaces; on or with ladders or scaffolding; at heights above ground level up to 50’; confined spaces; working closely with others; with poor lighting; poor ventilation; miscellaneous odors and fumes; with odors of gas; atmosphere or safety equipment used or needed air pack; hearing protection; hard hats; safety glasses; goggles; face shields and safety belts.
