Job Description Under general direction of NYC Health + Hospitals’ Chief Technology Officer, proactively leads and implements the growth of a comprehensive Enterprise Architecture program, including establishing strategic roadmaps, continuous education and awareness of technology capabilities, infrastructure, departmental metrics and compliance standards. Develop teams, processes and associated support structures to effectively manage system‐wide Enterprise Architecture, Site Reliability Engineering and other strategic programs throughout NYC Health + Hospitals to support the needs of Enterprise Information Technology Systems, users and patients. Duties & Responsibilities Drives innovation and improved utilization of foundational technologies, including networking, servers, storage and security, hybrid technologies, and cloud technologies, including Amazon Web Servers, Google Cloud and Workplace, Microsoft Azure, and other cloud related technology including Software as a Service (SaaS) and Infrastructure as a Service (IaaS). Provides direction and oversight over enhancement and modernization efforts related to Enterprise Architecture, program management, engineering, vendor management, project management and support, and Site Reliability Engineering, including leveraging metrics and reviewing existing problems and trends to identify areas for improvement both technically and operationally. Reviews and analyzes technology trends and develops infrastructure strategies, architecture, and delivery processes to improve agility, cost and operational effectiveness, and organizational competitiveness. Participates in information technology (IT) strategic planning, budget planning, and project planning; leads and develops cross‐functional project teams implementing complex projects and technical teams comprised of architects, engineers and operations; and coordinates infrastructure projects/resources with the IT Project Management Office (PMO) to confirm all project deliverables, budgets, and timelines expectations are met. Cultivates and maintains strong, strategic partnerships with stakeholders, vendors and service suppliers; develops Requests for Proposal (RFPs) and Requests for Information (RFIs), oversees product evaluations, coordinates product and service selections, and ensures that pricing, terms, and conditions for supplier contracts meet established standards for optimal result. Establishes metrics, key performance indicators (KPIs), and service level agreements to continually improve the performance of infrastructure operations and ensure proper delivery of services from contracted vendors. Ensures comprehensive disaster recovery architecture is maintained and operations are in place to safeguard compliance with required Recovery Point Objectives (RPOs) and Recovery Time Objectives (RTOs) during business continuity events. May represent the health care system’s Chief Technology Officer in their absence, and may perform other related Deputy Chief Technology Officer duties, as required. Minimum Qualifications 1. A Master’s degree from an accredited college or university in computer science, information systems or technology, hospital administration, health care planning, or business administration and five (5) years of progressively responsible experience in health care information technology, health and medical service administration, finance or an appropriate related discipline with an emphasis on strategic planning or technical operations; or, 2. A Bachelor’s degree from an accredited college or university in computer science, information systems or technology, hospital administration, health care planning, or business administration and six (6) years of progressively responsible experience in health care information technology, health and medical service administration, finance or an appropriate related discipline with an emphasis on strategic planning or technical operations. Special Note: A total of one (1) year of required experience, as described above, can be substituted by completion of a Chief Technology Officer, Chief Information Officer, or Technology Leadership education program. Additional Qualifications YEARS OF EXPERIENCE : Minimum of 10 Years of comprehensive and deep experience in leading and developing teams across various technologies verticals, including Enterprise Architecture. 5+ years in technical operations, architecture, or equivalent progressive roles. 5+ years in supervisory or management capacity. 5+ years’ experience in leading projects. 5+ years’ experience in healthcare environment. Knowledge, Skills, Abilities and other Requirements: Must successfully complete the pre-employment screening process. Extensive knowledge of cloud and hybrid technologies, system design and integration, basic foundational technologies and production operations support including best practices and innovations.
