The Harris County Tax Assessor-Collector’s Office is seeking a dynamic and results-oriented Chief People Officer (CPO) to lead the Talent Division and drive the office's people strategy. The CPO will be responsible for identifying, recruiting, onboarding, training, and retaining top talent to support the Tax Assessor-Collector's mission. The CPO reports to the Chief of Staff and serves as a key member of the senior leadership team, working closely with leadership to attract, develop, and retain a diverse and highly motivated workforce. The CPO will lead the Human Resources Division’s efforts to foster a committed and service-oriented team, supporting the office’s mission and ensuring that employees are developed, engaged, and retained. The CPO will be responsible for nurturing a positive organizational culture that empowers employees at every level to contribute meaningfully to the success of the office. About the Tax Assessor-Collector The Harris County Tax Assessor-Collector’s Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks, including: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities. Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees. Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll. Collect certain fees, fines, and revenues related to permits or state mandates, depending on the county’s needs. Duties & Responsibilities: Responsible for developing and executing human resource strategies in support of the Tax Office’s overall operations and strategic direction. Serve as a strategist and change agent, spearheading the employee culture strategy for the Tax Office. Develop and implement the Tax Office’s talent strategy, encompassing talent management, employee training and development, performance management, and succession planning. Collaborate with the Chief of Staff and senior leadership to ensure that talent management strategies align with the Tax Assessor-Collector’s overall mission and vision. Serve as a trusted advisor to leadership on all people-related matters, including organizational development, change management, and succession planning. Collaborate with Harris County’s Department of Human Resources and Training. Lead the identification, recruitment, and onboarding of top talent to ensure the office is staffed with high-performing individuals aligned with the office’s goals and values. Develop and implement talent acquisition strategies to attract a diverse pool of qualified candidates across all levels of the organization. Work with senior leadership to establish a sound plan of management succession that aligns with the Tax Office’s strategies and objectives. Lead initiatives to improve employee engagement, job satisfaction, and retention across the organization. Work with leadership to ensure that the organizational culture aligns with the Tax Office's mission and values, promoting a strong sense of community, teamwork, innovation, and high performance. Collaborate with senior leadership to set performance expectations and oversee the design and implementation of performance management processes that align with the Tax Office’s goals and support employee growth and development. Create and implement programs for ongoing employee learning, development, and growth that align with both organizational goals and individual career aspirations. Monitor and assess the effectiveness of professional development initiatives, adjusting strategies to meet the evolving needs of the organization and workforce. Develop and oversee internship programs to provide valuable learning opportunities for students and emerging professionals, creating pathways for future employment within the Tax Assessor-Collector’s Office. Build partnerships with educational institutions and community organizations to create and expand internship opportunities. Collaborate closely with the Deputy Chief of Staff to ensure that HR compliance matters, including recruitment practices, employee relations, and performance management processes, are aligned with federal, state, and local regulations. Use data and analytics to inform decisions related to talent acquisition, employee performance, retention, and organizational development. Regularly assess key metrics, such as turnover rates, employee satisfaction, and training effectiveness, and make recommendations for improvements. Education and Experience Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field. A minimum of 5 – 7 years of progressive experience in human resources, talent acquisition, performance management, and organizational culture development, with at least 3 years in a senior leadership role. Knowledge, Skills, and Abilities Knowledge of HR laws, regulations, and best practices, including diversity and inclusion initiatives, employee development, and HR technology. Proven skill in guiding, mentoring, and managing high-performing teams; ability to foster a collaborative and results-driven environment. Skilled in staff development, performance management, and cultivating a high-performance work environment. Expertise in developing and executing talent acquisition strategies that attract diverse, top-tier candidates. Ability to shape and sustain a positive organizational culture that promotes inclusion, innovation, and high performance. Proven experience in designing and implementing performance management systems that support employee growth, development, and organizational success. Strong ability to develop initiatives that enhance employee engagement, job satisfaction, and retention across all levels. Expertise in creating and implementing effective employee learning and professional development programs. Ability to collaborate with the HR Compliance team to ensure that all employee programs and policies align with legal and organizational standards. Proficiency in using HR metrics and analytics to drive strategic decisions and improve talent management practices. Excellent verbal and written communication skills, with the ability to clearly convey HR-related information to all organizational levels. Expertise in planning, coordinating, and managing multiple projects simultaneously, ensuring timely and successful completion. Ability to navigate and lead through change while remaining flexible and effective under pressure; proactive, self-motivated, and mission driven.
