Prince William County, Virginia, is seeking to hire an Assistant Solid Waste Superintendent in the Department of Public Works, Solid Waste Division. This position is located at the County's Municipal Sanitary Landfill in Manassas and is responsible for overseeing landfilling operations, roll-off truck operations, and customer service areas. This position also acts as the person in charge of the facility in the absence of the Landfill Operations Manager. The ideal candidate will have an associate or higher degree and a minimum of five (5) years of progressive, full-time experience overseeing landfilling operations or managing construction site development, and at least five (5) years of direct supervisory experience.

About This Role:
The Assistant Solid Waste Superintendent works largely independently, both in the office and in the field, under the supervision and direction of the Landfill Operations Manager. The work requires sound and ethical judgment and the ability to read, understand, and conform to a wide-range of complex regulatory requirements and permits. Knowledge of the methods and best practices for active landfill operations and maintenance of closed areas is required. The ability to read, understand, follow, and implement engineering plans, construction drawings, and reports is also essential.
Responsibilities in this role may include, but are not limited to:
* Assist with managing the daily operations of the active sanitary landfill, closed landfill, and remote collection sites in conformance with applicable regulations, permits, engineering drawings, best practices, and established standards;
* Manage landfilling operations to include reviewing construction drawings, establishing and checking grades, overseeing filling activities, and ensuring construction is in conformance with design drawings;
* Supervise up to 30 employees, including supervisors, crew leads, heavy equipment operators, commercial drivers, and maintenance workers, including assigning and reviewing work and work schedules, providing training and mentoring, establishing and tracking work and safety standards, evaluating and documenting performance, writing formal evaluations; and participating in recruitment and hiring efforts;
* Maintain the landfill's environmental control systems related to air, landfill gas, groundwater, stormwater, leachate, and sediment & erosion control;
* Coordinate the maintenance, repair, and replacement of facilities, vehicles, and equipment;
* Oversee and coordinate various contractor activities on site;
* Prepare and maintain operational and regulatory documentation and reports;
* Establish priorities and monitor work efforts, and develop and implement solutions to improve teamwork and efficiency and address operational issues;
* Routinely interact with County staff, vendors, businesses, and the general public, and respond tactfully to customer questions and concerns; and
* Use computers and computer software, including Microsoft Outlook, Word, and Excel.
Minimum Requirements:
* High school diploma or GED.
* Minimum 5 years of full-time related experience, including supervisory experience.
Preferences:
* Associate or higher degree from an accredited college or university is preferred.
* Minimum 5 years of progressive, full-time experience overseeing active solid waste landfilling operations or managing construction site development is preferred.
* Minimum 5 years of full-time supervisory experience that includes directing and evaluating 10 or more employees is preferred.
* Minimum 5 years of work experience dealing directly with the public in a customer service setting is preferred.
* Proficiency with computers and Microsoft Office software, including Outlook, Word, and Excel.
Special Requirements:
* Special License Requirement: A Virginia Department of Professional and Occupational Regulation (DPOR) Class II Waste Management Facility Operator License or ability to obtain the license within 12 months of hire is required.
* Driving Requirement: Having and maintaining a valid driver's license is a requirement of the position. This job also requires driving a County vehicle.
* Essential Service Requirement: This position is an essential employee. Responding to emergencies, inclement weather, and other issues that may impact facility operations before or after regular working hours, including on holidays and weekends, is required.
* Personal Protective Equipment (PPE) Requirement: This job is a safety-sensitive position that requires wearing personal protective equipment, including but not limited to safety shoes, safety vest, and hard hat.
* Physical Requirement: This job requires lifting up to 50 pounds, exerting up to 50 pounds occasionally, 20 pounds frequently, and 10 pounds constantly to move objects. The work is generally performed in both inside and outside environments and may be exposed to vibrations, intense noises, moving mechanical parts, electrical currents, chemicals, fumes, odors, dust, gases, inadequate lighting, and poor ventilation. The ability to safely work in inclement weather and around vehicular traffic and heavy equipment is required. The job also requires the ability to routinely walk long distances over rough terrain in noisy and dusty conditions, as well as climbing, balancing, bending, stooping, kneeling, crouching, reaching, standing, pushing, pulling, and grasping.
* Pre-employment Requirement: Successfully passing a pre-employment physical examination is a condition of employment for this position.
Work Schedule:
The typical work schedule for this position is 37.5 hours per week, Monday to Friday. Working some weekends and holidays is required. Responding to emergencies, inclement weather, and other issues that may impact facility operations before and after regular working hours, including on holidays and weekends, with little or no notice is required.
Starting Salary Range:
$82,382.75 to $108,776.26 annually
